In recent years, with the rapid development of global economy and trade, shipping fleet dimensions expand ceaselessly, maritime traffic is becoming heavier at sea and density is increasing constantly, ship collision accidents often happen. In order to effectively reduce and (or) avoid ship collision accidents, promote the theory research for ship automatic collision avoidance, ensure the safety of navigation, this paper does study on an action decision-making theory for ship collision avoidance on the basis of previous research. In the light of ship actual movement condition in the process of ship collision avoidance, establish a reasonable and appropriate subsystem on an action decision-making for ship collision avoidance, by using the mathematic model build in this paper of an action for ship collision avoidance based on ship maneuvering and the mathematic model of ship domain in different position. This subsystem can help ship pilots determine an effective plan of action for ship collision avoidance, and also can help them make decision to avoid collision; Application of this subsystem can ensure the safety of the ship, but also reduce ship track bias in the process of ship collision avoidance. The main research work in this paper includes several parts, which will be represented as bellow:(1) The collation of relevant literature for ship collision explains the significance of study on ship collision avoidance, summarizes the present situation and methods of research on mathematic model of ship domain and an action for ship collision avoidance;(2) The paper analysis the defects of geometry mathematic model for ship collision avoidance which is not considering ship maneuverability, puts forward and establishes a mathematic model of an action for ship collision avoidance based on ship maneuvering, conducts example simulation through simulation platform build by MATALB; The simulation results can be explained that the mathematic model of an action for collision avoidance based on ship maneuvering can effectively solve this defects;(3) The paper expounds the concept of the field of ship, the research method and related mathematic models of ship domain. According to the specific application of ship domain in decision-making for ship collision avoidance, it draws on boundary size in different direction of ship domain; (4) Establishing a subsystem which is based on ship domain and mathematic model of ship maneuvering for ship collision avoidance. The paper uses MATALB software write computer program, builds the simulation platform of two ships, and simulates the process of ship collision avoidance in head on and crossing situation; The simulation results can be explained that the subsystem can give both effective and economic plan of an action decision-making for ship collision avoidance.
