Along with the progress of science and technology, global trade is developed quickly, and maritime trade is becoming more and more frequent. Meanwhile, the number of ships in the vicinity of ports and waterways increases extremely, which gives rise to more and more maritime traffic accidents especially the ship collision accidents. On one hand, huge economic losses can be caused directly and people’s life may be threatened by an ship collision accident.On the other hand, the water pollution can be caused by oil spill results from collision of ships, which can damage to the environment. From the point of the cause of the collision accidents, human factors are as high as 80%.Therefore,a kind of software is designed to be necessary, which can help people plan a collision avoidance scheme so as to avoid ship collision caused by human error. This design is just carried out,which based on this problem.First of all, the mathematical model of ship motion is studied. A mathematical model of ship motion with three degrees of freedom is selected, which considering the effects of the wind, wave and flow. Then the model is discretized by the fourth order Runge-Kutta method and it is carried out by a computer simulation in the end.Secondly, the ship collision avoidance algorithm is studied. Ship collision avoidance parameters such as Dcpa, Tcpa are calculated by the data about two ship’s heading, speed and position, then membership functions of Dcpa, Tcpa, RΥ,θT and K (the speed of the ship with his ratio) are respectively set up, and the risk of collision is calculated by the method of weighted average. And ships conclusion avoid responsibility and collision avoidance scheme are summarized by considering the international regulations for preventing collisions at sea. Finally, the vessel collision avoidance steering angle is calculated respectively by the exhaustive method, Newton iterative method and proportional control method, then the three kinds of results are compared with each other, at the same time, the evaluation index to calculate the steering angle is proposed.Finally, ship collision avoidance decision-making simulation platform is created under VS2010 development environment. For the convenience of further development, the interface module is realized, frame module as the center, other modules into a star structure, the data exchange among every modules is realized through the framework module. Simulation platform interface color is rich and friendly, and the operation is in accord with the users’daily habits.The ship collision avoidance decision-making simulation platform has the function of verifying the ship control algorithm, especially collision avoidance algorithm. Not only the stability of the control algorithm can be guaranteed, but also the certain theoretical basis to the study of ship autopilot is provided. In a word, this design has a certain theoretical significance and application value to the study of the simulation platform.
