The Application Of FSA In The Operation And Management Of Ro/Ro Passenger Ship

Nowadays safety is the only thing that we always lay importance on from the past to the future. With the development of economic society and progress of science and technology, our expectations of the safety standards and requirements are also rising. Comprehensive and detailed safety assessment on the Ro/Ro passenger ship is necessary, as it is one of the most essential transportations between the land and the islands.This paper is based on the Ro/Ro passenger ship called "Longxing Island" which is under the management and operation of China Shipping (Group) Company at present. The factors affecting her safety are identified through field survey and research analysis. In this paper, I try to determine the factor weights in the Analytic Hierarchy Process, establish the risk assessment mathematical model with fuzzy comprehensive evaluation method, hoping to be able to provide a realistic evaluation results, locate the safety risks and give the corresponding measures.The works I complete in this paper are as follows:I understand the actual operating and management conditions of Ro/Ro passenger ship, the Ro/Ro passenger ship safety assessment and research levels and the operations and management of the Ro/Ro passenger ship called "Longxing Island"I compare the current evaluation methods of Ro/Ro passenger ship and introduce the conception of comprehensive safety evaluation which is named as FS A, and initially identify the evaluation factors set.I determine the factors affecting the safety of the Ro/Ro passenger ship with expert investigation method, the weights of the factors in Analytic Hierarchy Process, and then establish the risk assessment mathematical model with fuzzy comprehensive evaluation method.I apply the safety assessment model to the Ro/Ro passenger ship called "Longxing Island" and take the human factors, ship factors, management factors and environment factors into consideration for the purpose of qualitative and quantitative analysis in order to provide an objective assessment of her risk hazard level.Finally, I provide reasonable preventive recommendations, corrective measures and practical suggestions for the safe transportation of Ro/Ro passenger ship are suggested by the comprehensive evaluation of instance of the Ro/Ro passenger ship called "Longxing Island".The result of this paper can not only provide a theoretical basis and technical supports for the improvements of the operations safety and economic benefits of the Ro/Ro passenger ship, but also theoretical support and technical guidance to improve ship management and design, some analytical results can provide a theoretical basis for the development of comprehensive safety evaluation, as well as the implementation of formal safety assessment of the Ro/Ro passenger ship. More importantly, the article has focused on the "Longxing Island"which means a lot for the actual conditions.
