This paper summarizes characteristics of ro-ro passenger ships and its development in home and abroad. Lately, ro-ro passenger ship transport has a rapid progress in our country, and brings energy to this industry, at the same time, a serious safety misadventures happened, which brought enormous loss to life and property, and had disgusting affects both home and abroad. Security of ro-ro passenger ships has highly aroused recognition in every aspect. Safety misadventures of ro-ro passenger ship transport in Liaoning province also happened again and again, aim at this situation, this paper make a study of security of Liaoning provice ro-ro passenger ships between land and island.This paper take a field survey and make analysis of Liaoning traveler (ro-ro) conveyance circumstance between land and island , excogitate a new ship form of ro-ro passenger ship which just for loading saloon car and small microbus. The excogitate of new ship form aim at referencing newly building ro-ro passenger ships in Liaoning province, get it standardization and convenience for management and inspection. Spreading of the new ship modle will improve conveyance circumstance of ro-ro passenger ships, achieve and exceed the advanced region.Many accidents happened when vehicle securing of ro-ro passenger ship navigating in severe weather have problem, the vehicles move and bump, the gasoline tank may break and cause a fire. In the course of fire fighting, the water reduces the stability and cause the ship sink. This paper mainly study of vehicle securing and stability. For securing vehicle, this paper elaborates on the vehicle securing theories and proposes the vehicle securing plan, securing methods and operational procedues, introduce a method for evaluating vehicle securing plan by DNV's rules, as well as compiles a vehicle securing Calculation form to standardize the calculationprocess and realize the calculation convininent. This paper designs the vehicle securing and uses the table evaluating vehicle securing plan. For stability, this paper detailedly analyses requests of intact stability and damaged stability. Calculate intact stability and damaged stability of the new ship modle, as well as analyze the variety of floating condition and stability when the vehicle tank exist free surface from both the qualitative and quantitative,the results indicate fatalness of this condition.Author also stated practice question exist in ro-ro passenger ships industry, and table a proposal for security management.
