Since twenty-first century,the economic globalization and regional economic integration have gradually accelerated,and international trade cooperation becomes closer.Oil and other energy safety is the lifeline of the national economy, they plays an important role in the development of the national economy. With the development of the petroleum trade,tanker construction scale is constantly increasing,more and more large tanker frequent access to China’s major ports, it makes our country oil terminal security facing a big challenge. The issue of oil port safety has caused wide public concern.This paper first briefly introduces the petroleum risk and China’s petroleum transport characteristics, then in the research in related fields at home and abroad on the basis of the literature, analyzes the influence of oil port safety factors. In the process of considering oil dock as a system, considering not only the navigation safety, but also the dock facility safety and human factors, safety management, then the establishes a more comprehensive evaluation index system. In the oil port safety evaluation, this paper attempts to get rough set theory and extension theory together, constitute rough set and extension synthetic evaluation model. Application of rough set theory in index selection theory, through the data discretization and discernibility matrix,finding the more important factors in the evaluation index system for oil terminal effects, and the use of rough set attribute importance degree method to determine weight. The subsequent use of the extension theory in the classical domains, domain and correlation function, to identify the relevant safety grade evaluation of safety.Finally, this paper selects the representative of the five big port, collecting relevant data, and by using rough set theory and extension theory on oil terminal data processing, analysis the oil wharf safety grade and the size, based on the rough set extension synthetic evaluation model validation, to prove the practicability and applicability.
