In recent years, with the rapid development of social economy, the dangerous liquid cargo ships and dangerous goods surge. Relying on the safety of the ship away from the mooring problem has become increasingly prominent. Relevant departments take active measures to do a good job in security. Although Local Maritime Safety Administration takes dangerous goods vessels as a priority subject to the regulations, fire, explosion, collision, stranding lead to leakage of contaminated waters and other accidents have occurred. It causes serious social consequences such as casualties, property damage and environmental pollution. All the heavy prices always sound a warning to us. We must continue to strengthen the management of dangerous liquid goods in the ship’s berthing. It is imminent to establish a scientific and perfect management system and safety evaluation system of the ships berthing and unberthing.On the basis of the actual research and long-term access to a large number of documents, I have a certain understanding of the dangerous liquid cargos. This paper researches the process of dangerous liquid cargo ships berthing and unberthing, using qualitative and quantitative analysis methods, based on the synthetically evaluation. Firstly, this paper introduces the researches at home and abroad about dangerous liquid cargo shipsã€berthing and unberthing and Bayesian networks; Secondly, through an integrated, comprehensive analysis of the risk factors happened in the process of dangerous liquid cargo ships berthing and unberthing, the safety evaluation system of oil tankerã€parcel tanker and LPG carrier are established separately. Thirdly, it comparatively analyses the characteristics of six common evaluation methods and determines the use of Bayesian network method to evaluate the safety of relying on oil tankers, bulk chemical tankers and liquefied gas carriers from the mooring process. Fourthly, it introduces the Bayesian network, determines the network nodes and its ranges, and establishes the topology of Bayesian network. Fifthly, under the help of a large number of data about related accidents and experts’advices, it constructs the safety Bayesian network evaluation on dangerous liquid cargo ships berthing and unberthing. Finally, it analyses the results after evaluation, puts forwards the suggestions for further work. |
