China is an import and export trading country. Shipping industry has made a significant contribution to economic development. The port is an important hub of sea transportation. The fog would cause the situation of low visibility. It will not only reduce the efficiency of the port operations and the utilization of the port resources, causing serious economic losses to the shipping industry. More importantly, thereducing of visibility would cause serious threat to the port and the ship’s security during the course of the ship’s inward/outward and berthing/unberthing. It’s necessary to establish a scientific and reasonable evaluation system and model for the risk evaluation of ship’s inward/outward and berthing/unberthing in fog. Put forward the corresponding security recommendations.After my long-term access to plenty of documents, this paper research on the two processes separately on the basis of a certain understanding of ship’s inward/outward and berthing/unberthing in fog. Firstly, this paper introduces background and meanings of selected topic and research status at home and abroad on the safety of ship’s inward/outward and berthing/unberthing, putting forward the feasibility and necessity of evaluating the risk of ship’s inward/outward and berthing/unberthing in fog. Secondly, by comparing various evaluation methods, this paper finally determines the F-AHP method as the risk evaluation method, considering the characteristic of ship’s inward/outward and berthing/unberthing in fog. Thirdly, this paper establishes the evaluation system based on AHP method and determines the factors’ weight, by investgating, comparing and scoring factors based on the form of expert questionnaire. Then establish risk evaluation model, combining Fuzzy Comprehensive Evaluation method. Finally, this paper adopts this model to evaluate the risk of ship’s inward/outward and berthing/unberthing in fog in Dalian Port and put forward security recommendations.
