With the recent rapid development of China’s social economic and the speed-upof traffic mobility process, the number of traffic accidents in China is still in the firstplace in the world traffic accidents of the same period. In the event of accidents, theparties concerned all attach great importance to conclusions on the accident vehiclesafety and technical performance. China’s relevant industry standards for traffic safetyand technical inspection of vehicles identified the basic requirements, processes,projects and methods to make certain specifications. But in different traffic accidentenvironments, the vehicle may be got partial loss or complete loss of performancebecause the institutions have been damaged. If only inspecting the damaged part, itcannot really the accident vehicle safety technology performance, and cannot meet theprinciple of being fair, justice and transparent. Therefore, based on being familiar with the case,targeted inspecting the vehicles, analyzing the vehicle trajectory in accidents, will guide thetechnical conditions of the accident vehicle safety inspection.First, in this paper, identification of the vehicle accident practice and research inJiangxi Province, through the analysis of a large number of traffic accidents, proposesome aspects to be further explored and in-depth study in the industry standard"GA/T642-2006Identification of Traffic Safety and technical inspection of vehicles”about the basic requirements, processes, projects, methods and other basic provisions.At the same time, this paper analyzes and summarizes the safety inspectionidentification methods of accident vehicle, draws conclusion that we must do acorrelation analysis to the existing experimental ways to reflect the actualperformance of the vehicles, so as to be more reasonable and effective wheninspecting and appraising the performance of the accident vehicle.Second, conducting the braking performance of the inspection and appraisalagainst accident vehicle with driving capability, establishing model of accidentvehicle in road test or the scene in case of braking performance simulation, will makethe inspection and appraisal of accident vehicle safety and technical securityperformance more real and effective. When not knowing the vehicle safety performance in the case of an accident, through the data from safety testing linedetected, considering the influence of the actual driving factors on brakingperformance, deducing the accident vehicles braking performance calculation formulain a straight line and cornering brake conditions. To verify the given formula, fourtypical situations, ranging from the unequal use of left and right braking force, failureof the braking part, uphill braking on downhill braking, braking steering are given.This also explores the error between the theoretical values and measured values.Finally, based on industry standard "GA/T642-2006Identification of TrafficSafety and technical inspection of vehicles”, simulation software for accident vehiclesafety and technical performance appraisal is developed to test the identification ofthe different classification. This paper includes a detailed description about the eachmodule in the simulation software, to facilitate Accreditation bodies or persons toinspect and appraise the accident vehicle safety and technical performance.
