With the rapid economic development of China, and the expansion of the size ofthe electric power system, the risk of potential security accidents becomesincreasingly high. To deal with unexpected power events, the emergency drill is moreand more important, which could test and evaluate emergency preplan and emergencytrainings to maintain capability of emergency process. Therefore, emergency drill isvery necessary to improve emergency capability.To meet the demand of emergency drill of dealing with unexpected electric powerevents and providing emergency support, a demand analysis of the emergency drillsystem is conducted in this paper. Based on that we analyzed the current3DGISdevelopment at home and abroad, and in order to satisfy the current demand of theemergency drill on3DGIS, we make a design of three-dimensional emergency drillsystem architecture.The electric power industry emergency drill system places an emphasis on thesimulation of actual drill scene and the occurrence of emergency events, the teachingof knowledge of emergency response and emergency decision-making, and thetraining of ability to deal with emergency, to make sure relevant personnel familiarwith emergency responsibilities, and grasping the characteristics of the emergencyprocedures. According to these features above, a desktop emergency drill system isdesigned and coded by integrating the geographic information in the GIS, such asremote sensing images, DEM, place names and borders, by on-site shooting ofarchitecture, landscape and electrical equipment, by building3D models ofconstruction, landscape and electrical equipment with3D modeling tools, and byadopting some technologies developed by Microsoft Company, such as the XNAtechnology, which is used to build, display, and control3D scenes and3D effects,WPF technology, which is used to process graphical interface, and WCF technology,which is used for data communication. This system is introduced by taking anemergency drill script of wide area blackout for example.Further, this paper studies how to rapidly create a3D emergency drill scene withthe combined application of XNA, WCF and WPF technology, and through theintegrated space data in the GIS system, how to generate3D terrain with DEM data ina short time, how to simulate the disasters of flame, smoke, rain and lightning with theParticle effects, how to control the3D emergency drill scene and3D model inresponse of the system user’s mouse or keyboard operation, and how to achieve thesynchronization and instant communication of drilling scene information betweenmultiple clients of emergency drill, and how to implement the associated processing technology of client operation and drill testing point in3D emergency drill scenes.Finally, this paper makes a brief summary, presenting the comprehensive testresults of the system, the deficiencies of the system, and some suggestions for thefollow-up work.
