| As one of the largest transshipping bases for liquid chemical products, Ningbo Port is shifting from "an international grand port" to "an international super port". However, that most of the ports in China including Ningbo Port haven’t undertaken any researches on port emergency response, which will severely threaten the effectiveness of handling emergencies and endanger human life and property security. On the contrary, ports abroad have undertaken many measures and practices to be our reference. Given the fact that port emergencies are unique, the paper analyzes advanced practices home and abroad, proposing an emergency response management mode suitable for Ningbo Port in the light of relevant theories of emergency management by means of references researchã€empirical research, comparative study and case study.The paper proves the necessity of constructing an emergency response management mode (ERMM) by listing the potential risks and management deficiencies, and discusses the feasibility through theoretical and operational analysis. With the case studies on ERMM in Nanning and Liuzhou, water pollution in Harbin, depot explosion accident in London and accident in Dalian on July16th, the paper acquires some enlightenment on building ERMM in Ningbo port. It is proposed an ERMM in Ningbo can be realized by optimizing the modes of emergency resource reserve, mutual aid, emergency information sharing, dynamic information release patterns and daily management. Meanwhile, in order to ensure the ERMM in Ningbo Port can run effectively and in a long-term, a desirable guarantee system of human resources, material and capital should be implemented.The ERMM in Ningbo Ports discussed in the paper can be a solution of how to strengthen emergency response in the major ports domestically and can serve the purpose of providing some guidance and enlightenment for other ports to build their own ERMM. |
