Study On The Strategic Planning Of Small And Medium-sized Cities In The Southwest Based On Ecological Perspective

This paper to small and medium-sized cities in the southwest as research object, bythe ecological perspective as the breakthrough point, focusing on strategic planning inthe construction industry transformation and target, the space distribution of the content,and discuss the reference principle and method of ecological city development to solveproblems. Emphasis on strategic planning in the industry, space, environment of thethree coordinate, in order to realize high ecological constraint and city transformationunder the background of the sustainable development of small and medium-sized citiesin the southwest.This article first feature to analyze the background of the development of small andmedium-sized cities of the southwest, found that there are ecological fragile, industry,behind urbanization quality of problems. The article further reveal the dynamicalmechanism of the development of city, and puts forward the strategic planningsouthwest small and medium-sized cities need to address the core problem is highecological city under the restriction of the transformation and mutation. This is relatedto the economic industry, urban space and ecological environment, governmentmanagement of all aspects of comprehensive issues.The article pointed out that the importance of ecological and environmentalprotection in the southwest of the small and medium-sized urban development process,should re-examine the relationship between the positioning and scale of urbandevelopment, regional and short-term and long-term and other ecological perspective.The authors believe that the correct perspective of the simple pursuit of economicinterests, and strategic planning goal is to enhance the overall competitiveness ofecology, and promote ecological protection, economic development, social harmony,urban and rural areas. Under this goal, the strategic planning study draws on ecologicalprinciples and methods, and study ways and means of strategy and spatial strategy ofurban industrial ecology.Eco-oriented industrial strategy transformation is based on the judgment of thestage of industrialization, the proposed changes in the extensive model of industrialdevelopment of the intensive cleaning of the ecological model. Research through theecological function division and ecological scene building method of the guidance ofindustrial layout, realize the industry layout harmony with the environment. Eco-oriented space strategy for the spatial characteristics of the rapid expansion ofsmall and medium-sized cities and fragile environment, to take a problem-oriented andgoal-oriented two-way advance spatial ecology research. Research through the GISanalysis and spatial growth means such as ecological security boundary line, andreference for the theory and method of landscape ecology, actively building small andmedium-sized city ecological security pattern, realize the southwest small andmedium-sized cities space extend fusion environment, elastic development. Finally, thearticle to the strategic planning to strengthen the research of government policy,implementing mechanism to ensure the content such as research is prospected.
