Policy dynamics and institution improvement in sustainable construction are twocore issues in this thesis. Concerning about policies performance in the Netherlands,France Great Britain and China, the empirical research has shown that the dynamics arenot sufficient to break down the policy failures aroused by institutional barriers, whichcontribute to decision-making process. The institution improvement in this thesis basedon analyze of actors’ behavior, adopts institutional analysis and development frameworkto view action situations dependent on rules. Sustainable construction, in someperspective, is a collaborative behavior, which suggests that only if a variety of actorsrelated should be included in this policy-making process, their expertise could be put toeffective use. The more efficient policy to promote communications and cooperationbetween each other is setting effective rules.
