It is extremely systematic and complicated when it comes to either the issue of institution or urbanization. In this thesis, the author brings forward nichetargeting discussion on specific issues, starting under logical structure of" whatâ†' whyâ†' how" and trying to give answers. First is "what", which is the question of phenomenon. It is the beginning to clearly understand the process and present feature of XPCC’s urbanization. Next is "why", which is the question of principle. For a production of special institution like XPCC, it is hard to study its urbanization without inspecting the unique institution environment. So the author manages to construct the logical relation between institution and XPCC’s urbanization based on new institutional economics, and analyzes the special mechanism of XPCC’s urbanization. The third is "how", meaning the question of response. The author re-examines the main subject and problems of the research, and puts forward institutional innovation and planning responding targetedly to provide reference for the planning and management of a new batch of cities in rapid development of XPCC’s urbanization. The thesis consists of six chapters. The main content is as follows:Chapter One is the introduction. The author introduces the background, the significance, the content and the method of the study, and defines correlative conceptions, then puts forward the research train of thought and the framework of the thesis.Chapter Two is the construction of theoretical frame. The author introduces the conception of power and nation based on new institution economics, clarifying the basic definition of the institution, power and nation, discussing the constitution and function of the institution along with the general rule of institutional change, expounding the correlations between national power and institutional arrangement, and between institution and resource allocation and economic growth. The author points out that the institution impacts urbanization development through resource allocation; that the formation of the institutional environment determines the attraction to external resources and affects the development of urbanization; that urbanization can react on the institution and guide the redistribution of resources and institutional innovation, thereby establish the internal logic and interaction relationship between the institution and urbanization.Chapter Three is the process of development and present condition analysis. The author divides XPCC’s urbanization into four major stages and eight subdivision stages according to the general institutional change and economic and social development level of XPCC through vertical and horizontal comparative analysis. By analyzing the fundamental elements condition, general level, urban hierarchy system, spatial distribution, development level of different cities and divisions, and relation between urbanization and industrialization, the author indicates that XPCC’s urbanization rate is high and the growth is fast; that the scale of cities and towns is small and the quality of urbanization is at low level; that the spatial distribution of cities and towns is uneven and the development level differs significantly among regions; that the urbanization is underpowered and lack of spatial carrier; that urban management still needs improvement, and relationship between the corps and local people still needs straightening out.Chapter Four is the mechanism analysis of XPCC’s urbanization. The author illustrates the role of the institution in XPCC’s urbanization from four aspects including preference of right, top-down and bottom-up modes, and institutional transplant. The author states that the country arranges population, capital and space though top-down power exercise, thereby directly affect the process of XPCC’s urbanization. Besides, the national government indirectly encourages or restrains XPCC’s urbanization by opening domestic and foreign markets and establishing policy of the standard of building cities and towns. The national top-down executive action has become the fundamental driver of XPCC’s urbanization. Meanwhile, in order to receive more benefits, the different levels of urbanization subjects of XPCC have realized their own urbanization development, promoted the institutional change and helped urge the national government to set new formal rules, though bottom-up innovation of urbanization mode. Better institutional innovation provided new motivation for development of XPCC’s urbanization.Chapter Five is about institutional innovation and planning responding. The author re-inspects the particularity of XPCC and practical needs of XPCC’s urbanization, then points out the institutional dilemma of multiple contradictions between XPCC’s urbanization and its legal status, between the aim and demand of "enterprise build city" mode, and during the redistribution of benefits between XPCC and local people. The author also brings forward some essential questions about where and how to gather population, what to do after gathering, and where to get money during urbanization process. Further more, the author offers suggestions of the institutional innovation of XPCC’s urbanization, including clarifying the legal status of administrative subjects, breaking new ground of the management system in XPCC’s cities and towns, setting up diversified investment and financing mechanism, completing the institution of Corps-local integrational development and supporting system. While in planning responding, the author proposes to construct particular urban and rural planning system under XPCC’s institution, to form urban system of integration of Corps and local in the level of autonomous region, to implement differentiated urbanization policies, and to optimize the urban spatial pattern and the supporting system.Chapter Six is conclusion and discussion. The author sorts out the major conclusions of the thesis, and puts forward the innovation and contributions of the research. In the end, the author forecasts the future direction of research on XPCC’s urbanization.
