| As the inevitable trend of the transformation and upgrading of the construction industry,the modernization of the construction industry has received extensive attention from the academic community.At the same time,as the continuous implementation of sustainable development strategy,the links between industrial policies and sustainable development are increasingly closer.In order to speed up the modernization of the construction industry and further promote the sustainable development of the construction industry,it is urgently necessary to effectively measure the overall implementation effect of the modernization policy of the construction industry.However,at present,empirical research is relatively inadequate in this field.There is a lack of quantitative study on promoting the sustainable development of the modernization of the construction industry based on the policy level.And it is not conducive to the specific implementation of the modernization policy of the construction industry and the sustainability of the policy.Based on the above analysis,this study integrates the growth management model with the grey correlation method and constructs a framework for evaluating the implementation effect of the modernization policy of the building industry based on a sustainable perspective.The evaluation scale for the implementation of the modernization policy of the construction industry following the development of the industry-specific scenarios has been revised to form a final scale consisting of 4 dimensions and 20 indicators.Take Shaanxi Province as an example to conduct empirical research and measure the implementation effect of the Shaanxi Province’s modernization policy of construction industry.Based on this,this paper identifies the main factors affecting the implementation of the modernization policy of the construction industry combined with the obstacle calculation results.And it provides targeted policy recommendations,in order to provide practical guidance for further promoting the development of the modernization of the construction industry.The empirical research results for Shaanxi Province indicate that the implementation effect of the modernization policy for the construction industry in Shaanxi Province is at the third level.To be specific,inactive technology transfer,insufficient market recognition,insufficient training of management personnel,and insufficient financial subsidy are the four main obstacles in the dimensions of technology,market,talent and funding respectively.The innovation of this research is reflected in the following two aspects:(1)Focuses on the specific application of industrial policy evaluation in the field of modernization of the construction industry and develops an evaluation scale for the implementation effect of the modernization policy of the construction industry following the industry scenario;(2)Constructs an evaluation framework for the modernization policy of the construction industry based on a sustainable perspective.This study is a further expansion and improvement of the research in the field of industrial policy evaluation,and it has important practical significance for guiding the modernization of the construction industry. |
