Research On Large Public Buildings Emergency Crisis Strategy Evaluation And Response Mode

Currently, There are about11600large-scale public buildings in our country,including the National Stadium (Bird′s Nest), the National Aquatics Center (WaterCube), the National Theatre, the new CCTV building and so on. They are fairlyrepresentative. These buildings promote the rapid development of economic and society.At the same time, they played an important service function to the urban residents ofthese areas and have a far-reaching impact on the environment change, cultural heritageand development, the progress of science and technology. In recent years, publicemergencies are increasing (such as commercial buildings in Jilin, Shanghai teachers′apartment fire, Wuhan CCB explosion), the city’s disaster prevention capacitydevelopment is not proportional to the construction speed of large-scale public building.So if the risk occurs, it will not only bring great harm to people’s lives and properties,but also have a bad effect on social stability and harmony. As an important componentof social material and spiritual civilization, the security and stability of large-scalepublic buildings is a major livelihood issue of great concern to the government. It isrelated to the basic living, life and property safety of the masses and is also related tothe stability of the whole community and the economic development. Therefore, theresearch on large-scale public building crisis management is an important aspect ofgovernment crisis management.This thesis starting from the perspective of large-scale public buildings, make adeep analysis on theoretical results and practical experience of crisis strategy evaluation and its coping mode. It is found that the research on non-stability mechanism, system ofcrisis management strategy evaluation and coping mode of crisis management strategyis still at the early age. In this respect, based on the theory of crisis management,emergency management and evaluation, the theory on emergency crisis strategyevaluation and coping mode of large-scale public buildings is studied. The majorfindings as follows:(1) Research on non-stability mechanism of large-scale public buildings. Theconcept of the stability and non-stability of large-scale public buildings is defined. Andthe characteristics of non-stability mechanism are summarized. The life cycle oflarge-scale public buildings′non-stability mechanism is defined. The crisis impactfactors of large-scale public buildings are analyzed from three aspects, they are structureimpact factor, operating environment impact factors and impact factor in the crisis. Andthen, according to the impact factors, the maintenance cycle decision-making method oflarge-scale public buildings is proposed, which is based on maintenance quality.(2) Build crisis impact factors of large-scale public buildings. The establishment ofdatabase is described from system and structural design, which provides a basis forreal-time monitoring and control of large-scale public buildings.(3) Full life cycle assessment of large-scale public building crisis strategy. Crisisstrategy life cycle assessment is divided into two types, which is based on the definitionof full life cycle crisis strategy and the comparison of evaluation methods. Inaccordance with the determination basis of crisis strategy evaluation indicators,connotation of the crisis strategy evaluation, the steps of indicator selection and systemestablishment, the daily crisis management strategy evaluation system and emergencycrisis strategy evaluation system of large-scale public buildings are established. Thesesystems will make the evaluation more rationalization.(4) The research on the emergency crisis strategy coping mode of large-scale publicbuildings. Based on the comparison of emergency crisis strategy coping mode, thedefects of emergency crisis strategy coping is found in our country. So, the large-scalepublic building crisis strategy mode in emergencies of various levels and types isproposed.(5) Build emergency crisis strategy assistant decision-making system of large-scale public buildings. Based on the analysis of the need to establish decision-making system,the theory of assistant decision-making system are summarized, the structural design ofcrisis strategy assistant decision-making system is proposed. It provides a reference forthe design of crisis strategy assistant decision-making system and makes thedecision-making more scientific.
