Research On Post Evaluation System For Planning And Design Of Large-scale Public Buildings

Large-scale public buildings are business cards and signs of modern cities.They are irreplaceable in the current urban development process.Many problems that cannot be predicted in advance will be exposed during their actual operation stage,including irrational location,poor planning and design,not meeting the expectations of actual users,and causing more serious adverse effects on the lives of surrounding residents.Under the current system,if the corresponding supervision measures are not improved from the level of planning management,and the establishment of post-evaluation,feedback,rectification,and improvement mechanisms is formed to form a closed-loop planning supervision for large-scale public buildings,these exposed problems are often difficult to cure.Based on the consideration of promoting the improvement of the overall use efficiency of large-scale public buildings and enhancing people's wellbeing,this paper starts from the perspective of planning management.A preliminary evaluation index system for the planning and design of large-scale public buildings has been initially established,according to the characteristics of different types of large-scale public buildings.Post-evaluation related content has been expanded,and a post-evaluation system adapted to the planning management environment in China has been carried out for the first look.First of all,after expounding the research background and necessity,the papers in the field of post-use evaluation of existing buildings are sorted out,and the specific methods of post-use evaluation of construction projects carried out by developed countries and international organizations are summarized and analyzed,and the characteristics of large-scale public buildings planning and design are combined with detailed domestic planning implementation evaluations.Relevant research and practices define the concept and research paradigm of post-planning assessment of large-scale public buildings.Secondly,the paper redefines the large-scale public buildings,sorts out the characteristics and existing problems of the large-scale public buildings planning and design projects in China,compares and analyzes six representative post evaluation projects with the help of POE,feedback control,system engineering,sustainable development and other theoretical tools,and puts forward the key contents framework of the post evaluation system of large-scale public buildings planning and design in China.Third,guided by the framework of key contents,this paper starts to build a post planning and design evaluation index system for large-scale public buildings,and defines its definition,function and design basis.On the basis of comprehensive consideration of multiple factors,it studies and proposes a general index system consisting of 5 first-class indexes,17 second-class indexes and 43 third-class indexes.On the meanwhile,the paper makes corresponding assumptions of special-purpose index system and comprehensive rating by using the index system.Finally,based on the research of the key contents of post evaluation object and subject,post evaluation time picker,post evaluation structure and procedure,post evaluation result and application,this paper explores the construction of post evaluation management system of large-scale public buildings planning and design,and pays attention to the scientificity,rationality and operability of the system.
