Energy consumed in heating of buildings in the northern area which includes cold regions and extremely cold regions accounts for a high proportion of building energy consumption. For a long time, the focus point of building energy conservation in this area was thermal insulation performance of the building envelope. With the increasing number of public buildings, series of issues, as the low energy efficiency of air conditioning, heating systems and the aging of equipments, have earned widespread attention. The existing evaluation system assesses buildings and power supply system together as an energy consumer and focuses on energy saving, so that to a certain extent the comprehensive evaluation of power supply system has been weakened.In this thesis, a comprehensive evaluation system for existing large-scale public buildings was built to precisely and correctly assess the performance of power supply systems in different forms. In this way, the specific problems which lead to low efficiency and serious waste of energy could be found out and effectively solved, which will play an important role in the promotion of the sustainable development of construction industry.Based on the domestic development of energy conservation in buildings and the research of energy-saving for domestic and international public buildings, the thesis elaborated the concepts of the climatic characteristics in the northern area, energy conservation and power supply system in public buildings. It also explicated the basic attributes and characteristics of the objections in this comprehensive evaluation.Evaluation indexes for existing large-scale public buildings in the northern area was researched to build the preliminary framework of the comprehensive evaluation system being economical, energy conserving, safe and environmental friendly. By comparing the domestic and international building energy-saving standards and the content and characteristics of existing evaluation systems, the indexes for public buildings were refined and analyzed, so that the basis and source of evaluation indexes were confirmed. Analytic Hierarchy Process and Expert Group Decision-making method were used to distribute weight to the evaluation indexes and determine the relative importance of each index. In this thesis, combined with the characteristics of climate, energy structure and power supply system in the northern area, a multi-level gray evaluation model of comprehensive evaluation of energy supply system, which is suitable for existing large-scale public buildings in northern area was established, and benchmarks and operational processes for the comprehensive evaluation of energy systems of existing large-scale public buildings in northern area of China was built.In the final step, the established comprehensive evaluation system was used to assess the power supply system of a certain office building in Beijing, which verifies the evaluation model to be scientific, rational and feasible, and sets a certain theoretical basis for the energy supply system upgrade optimizing.
