Theintensification ofthis situationmakesreverse logistics obtaina high degreeofrecognition.Due to its widespread nature, serious environment pollution andhigh-value in resource recovery, the reverse logistics of waste householdappliances becomesa hot topic. However, the recycling of waste householdappliances is mostly in the hands of small traders and small workshops, whichmake high environment pollution and low resource utilization. Meanwhile, theregular enterprises are in short of resources. The reason is that the latter havea high recycling cost, so they do not have a competitive advantage.in theeconomy. Hence, this paper aims to reduce the recycling cost of regularrecycling.Toreducethe cost ofrecycling, enterprises must firstbuild arational andeffectiverecycling system,including selecting an appropriatemode,planningandoptimizingreverse logisticsnetwork.Firstly, by introducingBalanced Score Card (BSC) and integrating the characteristics of wastehousehold appliances, an index system for evaluating the reverse logisticsmodel selection of discarded household appliances is put forward. Because ofthe interactions betweenfactorsof the index system, Analytic Network Process(ANP) is chosen as evaluationtool, and furtherimprovement is made toenhance itsevaluationperformance.Through theconstructing of indexsystem,choosing and improving of evaluation methods, quantitative modeselectionevaluationis wellcompleted.The results of a case show that thismethod is more effective, more reliable and faster.The results of modelselectionshow that Original EquipmentManufacturer Take-back (OEMT)ismost appropriate, so network design aimedat OEMT is carried out. A constructive program that adds clean, repair,demolition and other pre-processes at the process center is presented,achieving the goal of integratingvarioustreatments and reducing the recycling costs.Then a mixed integer programming is establishedfor this reverselogistics network and the programming is optimized with LINGO.Inaddition,theparameter estimation, uncertainty analysis, sensitivityanalysis,andrecoverycycleanalysis are carried out, providing basisandrecommendations for enterprises tochoose reasonable choice parameters ofreverse logistics.The high recycling cost derives from the externality of environmental benefits,so it is difficult tofullyachieve profitability only throughthe efforts of enterprises; itrequiresinjection ofexternalfunds.Finally, this paper tries to research on how to reduceeconomiccosts and improveenvironmental benefits, from the perspective of thegovernment. The eco-efficiency of all kinds of treatments for waste householdappliances is evaluated by using Life Cycle Assessment(LCA) tools. Theneconomic and environmental benefits are linked by defining the concept ofeco-efficiency. A feasible proposal for fund management of waste householdappliances recycling is advanced by evaluation of eco-efficiency. This fundmanagement can achieve optimized ecological efficiency. |
