As China’s strategy of adjustment in the Coastal cities where the Seaboard will act as a new growth pole, such as Economic development zone, New industrial park, Foreign investment region, Exhibition center, Sports center or The other foreign exchange base and so on. However, these areas have higher ecological sensitivity and vulnerability. When these areas bear the high strength of urban construction activities, Potential eco-sensitive area in the Seaboard even greater range will suffer different degrees of ecological destruction.Throughout the Academic research at the domestic and foreign, along the coastline to " Ecological sensitive area" concept as the main research object. This paper put forward the " Potential eco-sensitive area " concept in the basis of the coastal ecological characteristics .Then to coastal areas along the lines of " Potential eco-sensitive area " as the research object. The " Potential eco-sensitive area " which Contains the ecological sensitive area and construction coordination area . This paper will discusse the ecological conservation the method of ecological conservation and urban design of such regions . The thesis attempt to synchronize the planning and protection, without destruction of cities while repairing the entire fragile ecological environment and creating beautiful , pleasant coastal landscape , and for the future urban design for guidance. In the thesis to the examples -Quanzhou Luoyang River region urban design planning to research such regions of the ecological conservation and urban design practice .This paper is divided into two parts, the first part is put forward problems and analyzes the reasons, including paper chapter 1 which puts forward the research background, significance, Potential eco-sensitive area connotation, the scope, the method, the framework and content.
