With the development of China’s civil aviation transportation,the contradiction between the traffic service ability and the flight demand that increased constantly is conspicuous day by day.It is already difficult for traditional traffic flow management to meet the need of the traffic flow,so it is extremely urgent to carry on effective and scientific air traffic management.Miles-in-Trail managment as one of the most frequently used method in actual flow management has good application in sloving short-term crowded problem of airport or the whole airspace.But it is usually derived by manual estimation at present, this not only increases the working load of the controller but also lacks for scientific verification and foresight.How to generate a scientific and reasonable MIT strategy is the key to the problem.Thus this paper focus on Miles-in-Trail management stragtegy.First,this paper has introduced formulation and operation method of management, analyzed the influence factor,carried on the classification of the distributed and central type to management. To the distributed type,constructed the model of proing rata distribute emphatically, in order to solve the problem of MIT distribution among a small space.To the central authorities type, proposed a method of Miles-in-Trail strategy in sector boundary based on genetic algorithm,and a method of Miles-in-Trail strategy in whole Airspace Utilized the heuristic distrbuted rule to solve the circulation of unit of constraint . The results show that this method and model is practicable, because it can relieve the airspace crowdedly and reduce the cost of delay. In addition,joined the module of miles-in-trail management based on model and algorithm the above-mentioned to Air Traffic Flow Management system,designed and realized MIT administrative decision system,It is proved that MIT algorithm has certain practicability after system ran.
