With growing urban population, the city will consume a large amount of energy and emits large amounts of greenhouse gases. Under the background of globalization, the urban development is facing a housing shortage, traffic congestion, the lack of resources, environmental degradation and other problems. In particular, climate change caused by the increase of greenhouse gas emissions is even more apparent. Urban low-carbon development path refers to: on the premise of rapid economic development of the city, energy consumption and greenhouse gas emissions remain at low level, a new path of development is sought throughout the urban development; each link to control carbon emissions is controlled to realize the coordinated and sustainable development of economy, society and environment.Firstly, The article analyses low-carbon development status in Beijing. Carbon emissions produced by secondary industry and third industry is of high level, in which industry and transportation is more obviously. Coal and oil account for the majority of energy consumption, while nature gas accounts for relatively small proportion. In the year of faster increasing carbon emissions, economic grows faster and energy consumption increase fast too, which description means carbon emissions is positively correlated to economic growth and energy consumption. Furthermore, the industrial energy intensity is the high, so we need to improve energy efficiency further. Finally, the increase of the residential energy consumption and the population has significant impacts on carbon emissions growth.Secondly, based on the analysis, this article uses the IPAT models of environmental impact factors. Using the model to analyze three factors including economic growth, population and technological advances, the result is the impact concludes by size in the following order: economic growth, technological progress and the population.At Last, according to above analysis, the article suggests the ways of Beijing low-carbon development, which including:1. the initial control:develop new energy industry and adjust energy structure.2. The process control, use technology to reduce the city energy consumption;3, the terminus control:control population and improve low carbon consciousness of residents.
