With the rapid development of domestic shipping and the raising concentration on the air pollution caused by shipping, the controlling of shipping emission has to be faced with the new demand. Nevertheless, China, as one of the signatory nations to the MARPOL Convention Annex Ⅵ, must cater to the general trend, making further stricter domestic laws which are consistent to the Annex Ⅵ. From the point of intensifying supervision, this paper studies the establishment of Web supervision system of agency-in-charge, based on the domestic implementing background and strategies.Firstly, the paper analyzes the current controlling situation of domestic shipping emission, and proposes a series of domestic implement strategies of the MARPOL Convention Annex Ⅵ, according to the related industries status. Combined with the strategy of strengthening agency-in-charge, we should bring forward an idea that establishes a shipping emission supervision system based on Web.Secondly, starting with the key factors which influence the generation of the diesel nitrogen and sulfur oxides, the paper researches the content of supervision combined the technical regulations of NOx emission controlling. Then, it analyzes the supervision system after a clear regulatory content, namely the three aspects of diesel engine factory supervision, diesel engine board supervision and shipping operation supervision. Then, it probes into the problems of how to implement the shipping emission supervision system based on Web, consisting of how to establish the system through the Web techniques, how to formulate the system usage regulations and improve the auxiliary supervision system.Finally, it designs the structure, main function modules and system database of the supervision system, on the basis of the target goals and user requirements, which lay the foundation for the establishment of the system based on Web. And some of the function interfaces are displayed after the completion of the system framework.The paper has a vital significance to the dynamic supervising shipping emission, because it preliminarily makes corresponding supervision contents of the diesel engine manufacturers, shipping companies and oil suppliers centralized presenting, through establishing the shipping emission supervision system based on Web, as well as it offers an effective and convenient supervising measure.
