The Eco-green heart area in Changzhutan urban agglomeration aimed at achieving the transition, buffer, and separated between the city group, maintaining the ecological balance and improving the living environment of the area consists of natural elements, such as vegetation and water. Under the background of Changzhutan urban agglomeration approved for the construction of two-oriented society of the comprehensive reform pilot area, guiding scientifically the Eco-green heart area of ecological protection and sustainable utilization and strengthening the protection of ecological green heart area is the development trend of modern urban agglomerations, and also is the inevitable requirement of enhancing the core competitiveness of urban agglomeration. Although various departments at all levels in Hunan province in recent years around the green heart protection has taken some measures, but in some areas, there is still some over-exploitation phenomenon, therefore, the protection situation is more urgent and serious than ever.Based on extensive research and literature review about Eco-green heart area in Changzhutan urban agglomeration, found that there are still many environmental and legislation problems:Backward legislation; Imperfection in Administrative System; Lake of judicial relief mechanism; Weak legal supervision; Insufficient legal system awareness and so on. Some particular ecological protection areas at home and abroad which is similar to the Eco-green heart area in Changzhutan urban agglomeration has obtained some good experience and worth learning. The major methodology of this study would be that bases on the characteristics of ecological environment and the regular pattern of economic and social development in the local area, scientifically uses the experiences to resource protection and management of the green heart area.With the study accord to the status and problems of Eco-green heart area in Changzhutan urban agglomeration, the conclusion is found that the major path to strengthen the legal system construction would be:Firstly, perfect the legal protection of Eco-green heart area in Changzhutan urban agglomeration. Integrate the local regulations related to Eco-green heart area in Changzhutan urban agglomeration; improve the ecological compensation mechanism. Secondly, innovate Eco-green heart area in Changzhutan urban agglomeration’s the of ecological environmental management system. Improve the ecological environmental administrative system; establish and implement the ecological environment protection target responsibility system comprehensively. Thirdly, set up the judicial relief system of ecological environment protection about Eco-green heart area. Confirm the ecological environment tort implementation of the court of jurisdiction; perfect the ecological environment public welfare lawsuit system; improve the environmental damage compensation system. Fourthly, improve the legal supervision mechanism of the Eco-green heart area in Changzhutan urban agglomeration. Straighten out the Ecological Environment Protection Agency and the division of functions; build the authority of the ecological and environmental protection departments; establish the information sharing platform and public participation mechanisms for ecological protection. Fifthly, strengthen the publicity and education of legal system of ecological environmental.
