Dealing with the climate change issues is the common responsibility of mankind. The Kyoto Protocol had formulated the "common but differentiated responsibilities" principle for emission reduction, that integrating the level of history and development, the developed countries should first bear the responsibility of the carbon dioxide emission reduction while developing countries shouldn’t temporarily. To some extent, unilateral reduction actions must lead to the worldwide of carbon source transfer. Defects of international carbon trading market mechanisms, the constraints of domestic emission reductions and policy instruments (such as carbon taxes) will cause developed countries transferring their energy-intensive industries into developing countries in order to reduce the carbon emissions of a particular industry. After the developing countries undertake the energy-intensive industries, a considerable part of products they manufactured will back to the developed countries to be consumed through international trade. A series of process will lead to the emission increase in the proportion of the industry of developing countries. The problem of carbon source transfer not only failed to reduce global greenhouse gas emissions, but transfer the carbon dioxide emissions by the way of offshore emission reduction. It partly causes the increase in global carbon emissions and unfavorable affect in global environment. Therefore, the research on the issue of carbon source transfer will be significance for developing countries to safeguard their own interests in the post-Kyoto negotiations.This article from the introduction, body and conclusion of three parts, the first chapter introduction of the general account of the background and significance of topics, research status and research methods, the conclusion section summarizes the main points of articles and future research directions of carbon source transfer, the body composed of five parts:The second chapter describes the status of global carbon source transfer, analysis the age background of carbon source transfer is the emerging of the "Kyoto Protocol" and dual-track principle of responsibility, the objective background is the climate policies of developed countries and industrialization process of developing countries. The third chapter discusses the international carbon trading system of the "Kyoto Protocol" and points out that, the carbon trading mechanism is the intermediate links, it just change the distribution of carbon emissions and couldn’t reduces the emissions. While international carbon trading market mechanism is reducing compliance costs and pressure in developed countries, it also changes the distribution of global carbon emissions and increase the emissions of developing countries. The forth chapter depths from the view of energy-intensive industries transferring, explores the historical trajectory of the worldwide transfer of pollution industries, elaborates the inevitability of the energy-intensive industries transferring and it’s impact on China. Chapter five elaborates from the perspective of connotation carbon in the international trade process, this part puts forward the defining principle of pollution in trade, and analyzes on two angles-the trade of energy products and the trade of energy-intensive products. The last chapter proposes that with the existence of the phenomenon of carbon source transfer, what measures should China and other developing countries take to protect their own interests. This part also provides reliable reference for developing countries to secure a favorable position in international climate negotiations.
