Since Num.17regulation of State Administration of Work Safety wasexecuted, the management of emergency evaluation requires much more, alsoprediction and rapid characteristics should to be have in emergency work.Thispaper starts from mobile laboratory respond to toxic gas leak accident which haslarge influence. Based on the theory of gas leakage and diffusion model, methodof selecting monitoring points was to be researched. According with the mobilelaboratory rapid response characteristics and process requirements, establishingthe linear programming based on optimal scheduling model of mobile laboratory.To get the ultimate goal which the influence time was the shortest, this paper putforward that mobile laboratory should be reasonable dispatched which can play amore important role in emergency monitoring to solve the problem that singlestation monitoring moving speed is insufficient. According to the monitoringresult, it can fast and accurate to predict the developing of toxic gas leak accident.The paper focuses on these following work.1. At present, the method of emergency monitoring confined on the layout offixed monitoring points and emergency monitoring point selection is mainlydependent on the experience of monitoring personnel etc, this paper put forwarda method of selecting monitoring points which based on ground maximumconcentration and diffusion model.2. According to specific of emergency monitoring vehicles not affected bytraffic rules, this paper establish an ideal model of emergency monitoring pathby the target of minimum loss overall, planning the path with the location of themonitoring points, and then establish emergency monitoring utility model onrunning distance and traffic situation with example verification.3. The strong leakage source of toxic materials and leakage model areanalyzed to determine the data which emergency monitoring parameters are required. Using by getting information from monitoring points to makequalitative and quantitative judgment to dangerous source, divided the areas oneffects of the accident according to toxic load theory, combine with the practicalexamples to verify it.This paper studies the mobile laboratory using in modern emergencymonitoring. Result model was introduced to the monitoring point selection toestablish emergency monitoring model of vehicle path. It provides a new thoughto the path selection of emergency monitoring when monitoring points andmonitoring order were confirmed. In order to determine the emergencymonitoring and rescue task priority, using monitoring data to establish theaccident consequences model and make predictions about the effect of theaccident and the development trend.
