The Research On The Administrative Accountability Of Environmental Protection

As China enter the period of high pollution, the implementation of the administrative accountability of environmental protection, effective protection about the environment, enhance government awareness of environmental responsibility, which have become an important issue.However, in the process of implementation about administrative accountabili-ty of environmental protection, it dose encounter some difficulties, such as ideology, system, mechanism, learn from foreign experience.For this purpose, the government need to study that how to correct the attitude of environmental responsibility, and strengthen government’s awareness about environmental responsibility, implement investigating accountability of environmental accidents, so as to construct perfect system and mechanism of the administrati-ve accountability of environmental protection,in the three-round:before,during and after of the administrative accountability of environmental protection, and constantly makes the administrative accountability of environmental protection to become a good accountability system which is operable, it has improved procedures and order implementation, in order to truly the government becomse responsible, environmentally friendly and green-based new government, and constantly achieve social objectives of "environment-friendly, resource-con-serving".In this paper, take responsible government, sustainable development, environmental protection as the theoretical context,take society of’resource-saving and environment-friendl-y" as the realistic background, from the perspectives including political science, administrati-on, economics, ethics, law,using the methods such as literature analysis, case study methods and logical reasoning,it describe the meanings of the development process and achieved success of the administrative accountability of environmental protection.From the ideology, operating mechanism, structure, system, learn from foreign experience, analyse obstacles and difficulties the administrative accountability of environmental protection faced more detailed than before, and made some reference suggestions and solutions in order to a chieve the goals that better implementation of the administrative accountability of environmental protection, so as to effectively protecte the environment, improve the government image.
