The human act recklessly and care for nobody ask for to nature, tothe survival of the human environment worsening, global natural disasters.Since twentieth Century, people on the climate crisis awareness andcontinuously improve, protect environment growing louder and louder,countries around the world to formulate relevant policies to reduce carbonemissions. High carbon low carbon transition is currently one of theeffective ways to solve the climate crisis, all the countries in the world tocope with global climate change to take concerted action. China is acountry with a large population, a variety of energy per capita rate is farbelow the average level of the world. At present, the economy of ourcountry development of excessive dependence on coal resources, morethan13tons of annual coal consumption, coupled with high carbonindustry energy consumption, low utilization rate, resulted in nearly half acentury of China’s natural disasters such as drought, flood, snowfrequently. Energy saving and emission reduction in China not onlyconforms to the vital interests of the people, for the people of the worldwill be of benefit, therefore, our government has adopted positivemeasures to control the high carbon industrial carbon emissions, such ascarbon industry self innovation, high carbon industrial structureadjustment, which will undoubtedly to our country ’s economicdevelopment, energy security and produce a more far-reaching the beneficial effects of. The spirit of common but differentiated systemprinciple, Premier Wen Jiabao before the Copenhagen conferenceannounced to the world:2020China carbon dioxide emissions per unit ofGDP than in2005fell40%-50%.This article take our country high carbon low carbon transition as thebreakthrough point, our high carbon low carbon transformationconstraints, our government should take effective measures to promotethe high carbon industry transition of production mode, we could learnfrom international experience is what and the urgent need to address thereal problem is discussed. This paper uses sampling analysis method,selects the typical high carbon industries, such as coal industry, iron andsteel industry and building industry as the object of study, thoroughlystudy the our country high carbon low carbon transformation constraints,and draw lessons from Germany, Denmark, the United States and Japanand other developed countries practice and experience, put forward howto realize the high carbon low carbon transformation countermeasures.The full text is divided into five parts:Introduction, introduced our country high carbon low carbontransition in the background and practical meaning of this proposition andthe research status at home and abroad, the idea of writing and researchmethods.The first part, high carbon low carbon transformation theory. This part of Germany, theUnited States, through Denmark, Japan and other countries to implementhigh carbon low carbon transition in the main practices and successfulexperiences are introduced and analyzed, obtained from the governmentis high carbon and low carbon transformation of industry dominantstrength of enlightenment.The fourth part, our country high carbon low carbon transformationcountermeasures. This part in view of the high carbon low carbontransition process exists to restrict an element, put forward six suggestions: one is the government should comprehensive use of policyof macroscopical adjusting control, perfect legal norm; two is thegovernment’s response to the form of system of ownership of differenthigh carbon transformation of enterprises to provide policy support; thethree is the government should vigorously promote high carbon industrycluster process; the four is the government should actively promote therenewable energy development and utilization; five is that thegovernment should increase research investment, cultivate the innovativetalents; the six is the government should actively guide and encourage thepublic to join industry of high carbon low carbon transformation in theranks.
