Research On Carbon Tariff Barriers Impacting On China’s Development Of High-carbon Industry And Countermeasures

Facing with two main problems of global warming and resource depletion, mostcountries recognize that reducing carbon emissions, developing low-carbon economy hasbecome an urgent task. Carbon tax、carbon tariff concept begin to appear, and until now, nocountry has a clear start to implement carbon tariffs, but influenceon on China’s high-carbonindustry is indisputable once imposed.During a long time, Chinese exports has moretpollution, high energy commodities, so imposing carbon tariffs on the development oflow-carbon economy is a challenge for China. But face this inevitable trend, say no simply donot meet the concept of sustainable development. Lies on this background，This articlestudies the carbon tariff barriers on high-carbon industrial development in China andCountermeasures. The paper’s study of the development on high-carbon industries in Chinahave a certain theoretical significance and reference value.This paper uses qualitative and quantitative analysis methods. First combeding theindustry concept of carbon tariffs and high-carbon, analyze the theory of high-carbonindustries when the implementation of carbon tariffs begin begins.Clear carbon tariffsimposed on the theoretical basis and generate industrial economic efficiency，and analyzethecarbon tariffs on high-carbon industries may have positive and negative impacts andeconomic effects of carbon tariffs. On the basis of surveys to collect the export performanceof China’s high-carbon industries, this paper analyzes the carbon tariff on its possibleconsequences, and applies the CGE model to make quantitative analysis.Finally, starting fromthe Chinese’s reality, combines with the low carbon economy on the international conceptsand methods for carbon tariff barriers, put forward the relevant recommendations in line withnational conditions.
