The climate is changed strongly with the increase of CO2emissions, meanwhile, it predicts that great attention is paid to the low-carbon development with the conference of climate change continuously convened. Presently in Liaoning Province, the rapid development of county economy lead us to the attention of the county, while the setting of coastal economic belt in Liaoning brings new opportunities for development of Panshan. Furthermore, under the international trend of low-carbon development, the low-carbon development of county economy of Panshan in Liaoning becomes the unavoidable reality. The research of low-carbon development for construction use is an effective way to achieve the goal of low-carbon in county. Stated thus, it is necessary to study on county low-carbon development for building land.Taking the construction building as study area, applying investigative, system analysis, contrastive analysis, empirical study and the other methods, the paper gives expression analysis which calculate "carbon-carbon sink" for construction use in county and divides the carbon emissions of construction land into two groups--settlements and townships, while the town ship is subdivided into carbon of residential, industrial, commercial office, the transportation and carbon sinks of green land. Through researching the formulas for carbon emissions of construction use calculation, the related factors of carbon emissions of each land is deduced. Combining the actual conditions in Panshan county, we get the primary problems exist in carbon emissions of the building land:the large amount carbon emissions is caused by the irrational structure of county construction land and the lack of measures of low graphite construction; and the ability of carbon sink is weak caused by the number of green, the green space system, the plant configuration are shortage.Through analyzing the power and plight of low carbon development of construction use in Panshan county, the paper has put forward strategy of low carbon development, such as:to strengthen co-ordination of construction land in county, to build low graphite land function, to decrease carbon emissions brought by traffic land, conservation carbon sinks of urban green space. Good carrying out of strategies is not separated from effective safeguard measures. In order to ensure the strategy of low carbon of construction use in Panshan county carrying out successfully, the following measures can be used:to strengthen publicity of low carbon development of building land, to abide by the laws and regulations strictly, to strengthen the policy guidance of the construction land, to use economic lever flexibly.
