Urbanization is in a phase of rapid development in China, it’s essential for China’seconomic construction and social development. At the same time, low carbon economyhas become the consensus of humanity on a global scale. It’s a relevant issue that how toreduce carbon emissions while enabling the construction of urbanization.Taking Shandong Province as an example, the article calculates carbon emissions inShandong Province in1995-2010for analysis the variation of carbon emissions, percapita carbon emissions and carbon intensity. Then the article analysis effect-factors suchas scale effect,structural effect and technical effect of carbon emissions by DecompositionModel within the research time. The results show that the scale of Shandong Province’scarbon emissions will grow up with the economy growing. The pressure from the highlevel of scale effect on carbon emissions will spread to Shandong Province for a long time.Changes of economic structure in Shandong province failed to reduce carbon emissionsand became one of the factors stimulating growth of its carbon emissions. Although thecontribution from technical effect is not very significant, it plays an inhibitory effect oncarbon emissions change in Shandong Province. On the basis of the analysis of influencefactors, the article analyses the obstacles and problems that low carbon construction ofurbanization in Shandong Province. The article proposed urbanization supporting systemwhich includes policy support,technical support,industry support,services support andpublic participation. At last the article gives a general strategic thinking on low carbondevelopment of urbanization in Shandong Province and proposes principle, differentiatedpropulsion and strategic propulsion for low carbon development of urbanization.There are two innovations in this article. First the article decomposes influence factors byDecomposition Model of Carbon emissions into the scale effects, structure effects and technologyeffect. Second the article proposes the low carbon urbanization supporting system includes policysupport, technical support, industry support, services support and public participation.
