The division of acoustic environmental standard in urban area is basis for noise monitoring and environmental management, and it’s a key factor to evaluate acoustic environmental quality in urban area. The Baotou City is one of113key environmental protection city appraised by the State Council and one of the first-group civilization cites in China. The city has been using acoustic environmental function zoning based on 《The report of zoning division for acoustic environmental standard in urban area of Baotou City》(made in1977). As promotion of "Reform and opening-up", Baotou City got a continual growth on economic development and city development. For example, the GNP grew from19.6billions in1997to127.5billions in2007; the urban area grew from133.1km2to180km2; main lines of communication grew from27streets and106.37km to48streets and157.02km. Therefore, the city environment, land use and acoustic environment of each environmental function zones were changed. The original acoustic environmental function zoning cannot cover the new urban area so that there is no exact acoustic environmental standard in new urban area. Therefore the original zoning cannot reflect the situation of acoustic environmental quality entirely and accurately, which brings about many problems for environmental noise monitoring and management. There is an urgent need for the city to adjust acoustic environmental function zoning. The new zoning can promote environmental monitoring and environmental management of the city, promote the acoustic environment quality, promote co-development mode for environment, economy and society, and can provide more quiet and comfortable living conditions for residents of the city.
