Research On The Third Party Organizations' Participation In Environmental Governance In Baotou City

Since the 18 th National Congress of the Communist Party of China,the construction of ecological conservation has been included in the high-level "Five-pronged" strategic system.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping once again pointed out that we should speed up the reform of the system of ecological conservation and contribute to build a beautiful China.The problem of ecological environment pollution has seriously restricted the rapid development of China's economy.With the people's increasing desire for a better life,We urgently needs to change the traditional idea of relying solely on government supervision and enterprises consciousness to control pollution and seek new solutions in addressing the problem of ecological environment pollution in China.Therefore,it is a great innovation and practice in the construction of ecological conservation system in our country through resorting to more social forces and focusing on the participation of multiple entities in solving the environmental governance problems.In this paper,the principal-agent theory,the external effect theory and the multi-center governance theory in public management are used.Meanwhile,the methods of literature research,field research,comparative analysis and other research methods are used to study the participation of the third party organizations in environmental governance in Baotou city.Secondly,through comprehensive analysis,this paper puts forward the problems of Third Party Organizations' participation in environmental governance in Baotou city,and goes deeply into analysing the causes.Finally,it puts forward some practical measures and suggestions by combining the practical experience drawn from other areas and the actual situation in Baotou City,hoping that the Baotou City can play a positive role in strengthening the participation of the third-party organizations in environmental governance,as well as providing some useful experience and help for other regions which promote the participation of the third party organizations in environmental governance.
