Since the “Reform and Opening up”, livestock aquaculture of China has rapiddeveloped, which has become the pillar aquaculture of agriculture and rural economicdevelopment. But due to large-scale aquaculture development of China is not long,farming pollution is very alarming. In February2010, the first pollution census bulletin ofChina showed that the agricultural non-point source pollution had become the main sourceof surface water pollution, while the livestock is the main source of agricultural non-pointsource pollution. The central government sets great attention to put forward to promotelivestock pollution prevention, and has carried out the pollution reduction of thelarge-scale livestock aquaculture into the national "12th Five-Year" key planning.Zhaosutai River Basin is the important tributary of Liaohe River,which is one of thetwo major river basin in JiLin Province. Its agricultural population is prosperous andlivestock aquaculture is more developed. However, related researches have showncontribution rate of the non-point source pollution from agriculture in rural livestockaquaculture is more than point source pollution from industry and urban life. It has led theexceeding discharge of the exit section of major pollutants that impact economy andsociaty increasingly. In this study we focused on the zhaosutai River Basin, in whichlivestock aquaculture is more and thus pollution problems are more prominent. Based onthe actual case, total discharge of pollutants was estimated by investigated the mode of thepollutant emissions and data on total emissions was obtained by statistical analysis withinthe household questionnaire survey in the basin. Compare the various control techniquesto put forward pollution prevention control measures from practical livestock aquacultureand provide the basis for the formulation of relevant policies.First of all, we analyzed the non-point source pollution situation of Zhaosutai RiverBasin livestock aquaculture by combined the statistical data, literature and field survey.Second, deeply analyzed the national control policy of Zhaosutai River Basin livestockpollution and obtained the technical Enlightenment from summing up a lot of foreign literature on the basis of foreign livestock aquaculture and poultry pollution control policy.The above two-part analysis paves the way for actual cases below. Again, based on theinstance of technology producers, we selected the Lishu County as a typical study area inwhich the state of livestock aquaculture and poultry production is representative. We gotthe Policy Implications by in-depth analysis of their dung governance model and the plightof development via the case method of investigation: Government should adopt moreeconomic incentive policy to standardize the produce behavior of manure technology,encourage and support the external manure technology manufacturers.Based on the analysis of the behavior of peasant households, we set the questionnairefrom farmers in Zhaosutai River Basin as a carrier and start from the principle of disposalof livestock dung, which is to be harmless, resources and reduction. And study on thefarmers and growers through quantitative analysis method and so on. Departure from theprinciple of harmless animal dung disposal, resource recovery, reduction, using s such asfarmers and growers were studied. We put forward through financial subsidies, technicalsupport and a variety of economic incentives to guide the farmers to voluntarily adopt thetechnology of poultry pollution control at large-scale livestock aquaculture. What is more,combine the actual development situation of JiLin Province to plan a set of controltechniques and response to the total agricultural pollution reduction and control policies.
