Study On Multilevel Grey Evaluation Method In Ship Recycling

Ship recycling also called ship breaking, is to turn a scrapped vessel into the available steel. Comparing with steel production through mining or importing iron-ore, it not only save energy and mineral consumption, but also reduce environmental pollution in the smelting steel rolling process. Therefore, ship recycling industry is also called "smokeless metallurgy industry".In2008, the arrival of the financial crisis had a serious impact on the world shipping market. Depression of the world’s shipping industry has promoted every world’s shipping company to sell their old ships; it greatly activated the ship recycling industry which has been slump for a long time. At the same time, with the increasing attention of the international community to the ship recycling industry, in particular, the International Maritime Organization (IMO) hosted the Ship-breaking Convention Diplomatic Conference at Hong Kong in2009, in which adopted the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ship, it called for the development of green ship-breaking to protect the marine environment. However, our country is a major ship-breaking country in the world, and took the lead in signing the Convention on ship recycling; therefore, the development of green ship breaking is inevitable in our country.In such serious situation, ship recycling industry will be analyzed and researched in this thesis based on the multilevel grey evaluation method. Firstly, we introduced the development situation of the ship breaking in our country, and discussed the necessity and feasibility of developing green ship breaking industry in our country; Secondly, we analyzed three modes of the world’s ship breaking industry and the characteristics of relevant ship breaking laws and regulations at home and abroad, and pointed out that our country has the advantage to develop green ship breaking industry; Thirdly, we considered the pollution factors of ship breaking process and affect factors of the green ship breaking, and established ship recycling green evaluation system; Finally, on the basis of the ship recycling green evaluation system, we used multilevel grey evaluation method to calculate and analyze quantificationally green ship breaking evaluation factors, and got the main influence factor of green ship breaking, and then gave some suggestions for the development of green ship breaking industry...
