In recent years, the global earthquake-prone magnitude earthquake in more than seven many times.China in2008and2013, respectively, occurred in Wenchuan and Lushan earthquake of mass destruction, these two devastating earthquake has brought great damage to the whole traffic road, causing the entire transport lifeline congestion, to the post-earthquake rescue personnelevacuation and relief supplies transport has brought great difficulties, which greatly increased the loss of lives and property of the people of disaster areas. Therefore, in the case of post-earthquake damage to the transportation network, the fast scheduling rescue vehicles, vehicle evacuation and relief supplies reasonable and orderly running on a limited transportation resources, and successfully reach their destinations related tasks. This paper first introduces the traffic unit (tunnels, bridges and roads) is composed of an important part of the entire transport network, and then analyze the earthquake damage to the transport unit features; leads after the earthquake path planning problem, and limited traffic after the earthquakethe carrying capacity of the vehicle path planning features; demand for transport according to the vehicle after the earthquake, respectively, from the rescue vehicles, personnel evacuation and relief supplies vehicle traffic after the earthquake demand content.More complete characteristics of the transport network and vehicle characteristics and needs analysis, this paper bridges, roads and tunnels earthquake damage; assessment after the earthquake, according to their characteristics, they were grading, and in accordance with the division level to determine whether they can ensure the normal passage of vehicles traveling after the earthquake, quantitative analysis by a mathematical model of the connectivity of the transport unit as a whole. This vehicle rescue, evacuation and relief supplies of vehicles after the earthquake path planning to do the research and analysis, found that due to the different types of vehicles carrying task, the choice of the path are not identical; explained in detail in the shortestused Dijkstra algorithm in the path selection, and the algorithm the basic algorithm selected as the path of this article. In this paper, from the safety of driving, driving time and flexibility three elements for each vehicle to choose the optimal path and through the establishment of a mathematical model to calculate the weight coefficient of the three elements of each type of vehicle; so as to reach the select theoretical optimal path.Rapid assessment of road conditions after the earthquake and reasonable calculated the optimal path for all types of vehicles, such information need fast release to all types of vehicles. This paper analyzes the damage after the earthquake wired communication network and a wireless communication network is determined by analyzing the choice of type of communication network after the earthquake at different times during the relief phase, but also various types of vehicles and people do need to carry on the receiving device certain requirements; detailed analysis of the various types of vehicles and traffic command center in the post-earthquake environment interact with information; according to the characteristics of post-earthquake relief and rescue divided into two phases in the72hours before and72hours after, and in accordance two one-hour traffic information of all kinds of vehicles, design a priority policy of72hours before and72-hour scheduling information released. In this paper, the integration of the full text contents, combing the entire path planning and scheduling information dissemination business processes; comprehensive design the entire path planning and scheduling information system framework, clear design goals. Each module of the system functional design, and combed the business processes of each functional module.
