Earth’s fresh water resources are currently very scarce, seriously affecting human economic development and even survival. Desalination is a powerful method to solve fresh water shortage problem. However, the high cost of early desalination inhibited its wide range of promotion. The development of hydropower generation technology, with its low-cost turbine exhaust steam or low-cost from electricity as an energy source, dramatically reducing the cost of the product water. Based on this background, the following research have been carried out:(1). Several existing desalination water and electricity co-generation method is described in detail their advantages and disadvantages are compared.(2) The impact of various factors on low-temperature multi-effect evaporation desalination process is analyzed. Comparative analysis have been conducted for steam flow in the system, raw water and product water flow arrangement and TVC position. Material balance and energy balance have been calculated for the preheater, evaporator, condenser, flash tank, TVC device and etc. This article also integrates the above analysis and calculation, establishing a comprehensive physical model and mathematical model for low-temperature multi-effect evaporation desalination plant thermal system.(3) In this paper, through the comparative calculation on a few low-temperature multi-effect evaporation desalination power plant programmes, the optimal design for10000t/d TVC-MED desalination plant process program and TVC location settings are proposed for a certain power plant.(4) Based on the proposed optimal design for low-temperature multi-effect evaporation desalination plant, combining with the conclusions from other scholars, the design calculations have been carried out through the tube arrangment, the allocation of tube evaporator size structure of10000t/d of TVC-MED desalination plant.(5) Based on the structural calculation of10000t/d TVC-MED desalination plant, its operating parameters and thermal performance are designed and calculated. Also taking into account the actual variable conditions, operating conditions of40%and110%load of the device operating parameter are calculated.
