Snowstorm is one of the most serious meteorological disasters in the pastoralareas of our country in winter and spring, it often cause livestock feedthemselves difficult or can not feed themselves and produce casualty of differentdegree, and may be associated with herdsmen frostbite, traffic jams, electric powerand communications lines of interruption occurred, and the damage is huge to thenational economy and people’s life and property. The Qinghai-Tibet plateau is thelargest pastoral areas in our country, is also one of the three largest snowstorm inhigh-risk areas. So the Qinghai-Tibet plateau snowstorm defense and the evasion ofthe risks are especially important.Based on the predecessors about natural disaster risk assessment, this paperselects history snowstorm, potential snowstorm, Bear risks body physical exposure,sensitivity, disaster ability5types of18specific indicators, from the Qinghai-Tibetplateau snowstorm risk and bearing risks body vulnerability two aspects,established the Qinghai-Tibet plateau snowstorm of risk assessment index system.Application of GIS tools and quantitative, semi-quantitative method, Analysis theQinghai-Tibet plateau snowstorm risk and bearing risks body vulnerability, finallyassessments the Qinghai-Tibet plateau snowstorm risk through the snowstorm riskevaluation model. The main conclusions are as follows:①Through the comprehensive analysis about history snowstorm and potentialsnowstorm, It indicates that QuMaLai, Zhiduo, Zaduo, Chengduo, Maqin, Dari,Henan, Tianjun, Cuona, Nielamu, Shiuqu, Litang and Maduo, Dingri, Aba, Seda,Weixi have the highest snowstorm risk, the surrounding area take the second place.The edge of the Qinghai-Tibet plateau have the lowest risk, including Lasa, Linzhiand other counties in Xizang Autonomous Region.②According to the comprehensive analysis of the Qinghai-Tibet plateau vulnerability index of snowstorm,we think that the vulnerability of the element at snow riskin Nima County is highest, then Gerze and Rutog, and what is more, the most other areas are in lower or low level, Finally,the southeast and northern parts of Qinghai-Tibet plateau are lowest.③Five grades of snowstorm risk named higher risk, high risk, moderate risk,low risk and lower risk are classified based on the snowstorm risk assessment model.The northern plateau of Tibet and the southern plateau of Qinghai have highsnowstorm risk, including Gaize, Nima, Nyalam. Three counties are ranked the highrisk, which are Bange, Cuona, Chengduo, The edge of the Qinghai-Tibet plateau hasthe lower and low risk, including the southeast and north of the Qinghai-Tibet plateau.From the entire plateau perspective, plateau hinterland snowstorm risk is greater thanthe edge area.Therefore, this paper argues that the Qinghai-Tibet plateau is the snowstorm highrisk areas, especially the northern plateau of Tibet should be as the key snowstormdefense area in the future.
