Analysis Of The Relationship Between Water Environmental Pollution And Economic Development Level Of Fujian Province

With the rapid development of economy, following with all kinds ofenvironmental issues, how to ensure sustainable development betweeneconomic and environmental is becoming the current problems to be solved.Fujian Province inevitably have some environmental issues while in itsrapid economic development. Meanwhile, water are the indispensableprecious resource in human survival, livelihood and production activities,so it becomes imminent to deal with the relation between waterenvironmental pollution and economic development.This study mainly states the water environment and economicdevelopment situation of Fujian Province, analyzing the relationship from1990to2010between water environmental pollution and economic growthlevel by environmental Kuznets curve, based on the theory of sustainabledevelopment. And assume that the inflection point of the economicstructure, social structure will also affect the water environmentKuznets curve ahead or behind. Hereby, using the indicators of economicstructure and social structure as independent variables, to build theenvironmental Kuznets curve correction model and have an empirical test.Furthermore, to compare with the inflection point of the curve before andafter the correction, and analysis its causes. Finally, to provide policyrecommendations for the optimization of the water environment in FujianProvince. The main contents include:1.The theory analysis of the relationship between water environmentalpollution and economic development.2.The description of the water environment and economic developmentsituation of Fujian Province, and the influence of economic developmenton the water environment.3. Analysis the relationship between water environmental pollution and economic growth level of Fujian Province by the measurement andanalysis of the environmental Kuznets curve through the water environmentpollution indicators (industrial wastewater emissions, domestic sewagedischarge, agricultural nonpoint source pollution) as the dependentvariable, GDP per capita as the independent variable.4. Establish the environmental Kuznets curve correction model and anempirical test. To build the correction model of Water environmentalKuznets curve independent variable replaced by the economic structureindicators (industrialized index) and social structure indicators(urbanization rate) and have an empirical test to compare the inflectionpoint situation of the water environment Kuznets curve ahead or behind,in order to come to analyse the deep-seated reasons of ahead of or behindwater environment Kuznets curve inflection point.5. Provide policy recommendations for the optimization of the waterenvironment in Fujian Province.The conclusions are summarized as follow:First, the relationship of industrial wastewater emissions and percapita GDP, the industrialization index, the urbanization rate appear"U-type "curve, same as sewage emissions and per capita GDP, theurbanization rate. But, it is similar to the linear increase asindustrialization index, and relationship of agricultural nonpointsource pollution and per capita GDP, industrialization index,urbanization rate, showing the "inverted U" curve.Second, from the inflection point comparison obtained by the beforeand after correction of water environmental Kuznets curve analysis, wecan get that when the "U-type "curve inflection point of the emissionsof industrial waste water and the urbanization rate lags behind, theurbanization make industrial wastewater emissions on the waterenvironment pollution increased postpone to arrive. There is no obviousenvironmental Kuznets curve trend of sewage discharge andindustrialization index, but with its previous trend growing, ahead with the "U-curve inflection point of the urbanization rate, it shows thaturbanization makes the sewage discharge effected on water pollutionworsens to arrive ahead. The "inverted U" curve inflection point ofagricultural nonpoint source pollution, industrialization index andurbanization rate come in advance, then it shows that the advance ofindustrialization and urbanization help improvement of agriculturalnon-point source pollution on water pollution come earlier.Third, analysis the causes of the water environmental Kuznets curveinflection point of Fujian Province, there are5aspects as follow:adjustment of economic structure; adjustment of the social structure;inadequate investment in water pollution control; less force on theexecution of the water environment protection policy; and weak awarenessof water environmental protection.Finally,to optimizate the water environment in Fujian Province,ensure sustainable development between economic development andenvironmental pollution, there are5policy recommendations as follow:take a new road to industrialization, reduce and prevent the industrialwater pollution;promote the modernization of agriculture, reducie theagricultural non-point source pollution;improve the utilizationefficiency of water resources, reduce water pollution;enlarge investmentin water pollution control;promote the force on the execution of the waterenvironment protection policy; enhance awareness of water environmentalprotection.
