Problems. Kunming Government Inter-regional Cooperation In Governance Outside Poppy Alternative Development Studies

This paper introduces the history and present situation of abroad poppy-substitute program launched by Kunming city government and the roles of each functioning department in the programme, and analyzes key problems appear during the developing process, the reasons, counter measures, and also explores for effective measures for optimizing the trans-regional governing.The literary meaning of abroad poppy-substitute development is a process of helping some surrounding countries that planting poppy to replace poppy with cash crops; In view of the target and significance, the program will radically solve drug problem and effectively avoid a series of social dangers caused by drug; In view of subject of implementation, it's government's encourage to China's enterprises to "go out" and carry out specific abroad poppy-substitute development strategy via policies, systems, taxes and diplomacy; In view of organization structure, the central government provides supporting policies, the government of Yunnan province be responsible for deployment and coordination and the city governments and state governments be responsible for carrying out; in view of action model, it helps the abroad countries to abandon poppy as their economic pillar by helping them develop economy; In view of job duties, this program involves foreign affair department, public security department, customs, commodity inspection department, revenue department, agricultural department, business department and frontier defense department. Under the combined functions of these factors, the government's abroad poppy-substitute development will be a process of trans-regional cooperative governing.Kunming city government as a prefecture-level city government in the provincial capital of Yunnan province features function structure of building trans-regional cooperative governing. During the carrying out abroad poppy-substitute developing process in recent years, Kunming city government has found and concluded a series of trans-regional cooperative governing theories and new experience, especially on how to coordinate, build organizations, clarify responsibilities, work out plans, sort management, subentry execution, access in appropriate time and search for counter measures. Meanwhile, as a specific regulation institute, Kunming city government reveals some weaknesses and problems during developing trans-regional governing on poppy-substitute program. This paper focuses on analyzing the weaknesses and problems to find out the reasons and secure for counter measures, upon which study solutions to improve and enhance Kunming city government's governing over trans-regional cooperation.The study finds that the trans-regional cooperative governing goes through the whole process of developing abroad poppy-substitute program which is pushed by policies from central government, Yunnan provincial government and Kunming city government, active cooperation and coordination between various functioning departments, cooperation from abroad areas, multilateral and multinational international cooperation in many ways. By studying the governing behavior of Kunming city government on abroad poppy-substitute program, this paper states the applicability and limit of using trans-regional governing theory to deal with public trans-regional problems and explores for ways to optimize trans-regional governing. This paper innovatively applies trans-regional governing and cooperating theories to study the developing problems of Kunming city's abroad poppy-substitute program, and comes up via analyzing with solving public trans-regional problems by constructing and perfecting the coordination system among the government, enterprises and non-profit organizations.
