The Study Of Protection And Development The CPC's Governing Resource In Countryside

To accomplish a task requires an abundance of resources. This is also required to build a new socialist countryside. There is a close connection between protecting and developing the CPC governing resources in the countryside and the success or failure about the CPC setting up a new socialist countryside. By studying the situation about the CPC governing resources in the countryside, it can be concluded that Chinese revolution was actually a Chinese farmers' revolution in the past time. At that time the CPC exploited and took advantage of governing resources in the countryside so that the CPC had attained the success of New Democratic Revolution and was in a position of ruling China for the long term. Chinese modernization is also Chinese agricultural modernization just as without Chinese agricultural modernization, there is no Chinese modernization. In the long period of CPC building, reforming, and opening up Chinese socialism, there has been a slackening phenomenon about the CPC governing resources in the countryside mainly because farmers have developed a slight lack of trust in the CPC and its government. Meanwhile, the CPC legal resources in the countryside have fell into disarray. There are five signs that indicate farmers having a lowered their faith in the CPC and its government such as the shortage of rural reforming theory, the lack of farmers' rights on land ownership, two different economic structures of long standing between rural and urban areas, the scarcity of rural economic and co-operative constitutions and there is no a complete system in the countryside. Owing to above five aspects, the CPC can not guarantee farmers' rights of economy, politics, organization, thinking and culture. More seriously, farmers have been becoming the vulnerable group in socialist market-economy. For instance, the earnings of farmers have been staying in a lowering situation, the increasing speed of agriculture is slower and lots of rural places are stuck in a poverty-stricken condition.Farmers have a slackening trust in CPC and its government because it has jeopardized the following tasks: (A) Setting up of the new socialist countryside;(B) the stability and peace of China; (C)Accomplishing Chinese full better-off society; (D) the strategies about scientific development and the harmonious society coming into true. To solve these problems, it is urgent that CPC and its government should try their best to protect and develop governing resources in the countryside.By examining and finding out the truth of the Chinese countryside, this dissertation tries to put forward some of its own advice and opinions on how to construct a new Chinese socialist countryside and how to protect and develop CPC governing resources in the countryside which have been based on investigating and studying in Chinese rural areas and by collecting, analyzing Chinese rural materials.This thesis hopes to prove that it would be able to play a role in setting up a new Chinese socialist countryside!...
