| Based on the background of decentralization and administrative system reform since the reform and opening-up in China,this paper analyzes two kinds of decentralization modes formed under the two institutional reforms of "City Governing County" and "Provincie Governing County".Taking Jiangsu and Zhejiang as an example,the paper analyzes and discusses the "decentralization model of Jiangsu" and " decentralization model of Zhejiang",expounds the evolution of the decentralized mode of Jiangsu and Zhejiang and its relationship with economic development,and the way of decentralized mode is changing with the economic development.But from the overall performance,"Jiangsu decentralization model" is a prefecture-level city as the center of the economic system model ledded by "City Governing County",and the "decentralized mode of Zhejiang" is based on the decentralization of the county economic system model ledded by "Provincie Governing County"Through the economic comparison of Jiangsu and Zhejiang provinces at different administrative levels,it is found that Jiangsu Province has experienced economic growth at all levels since 2004,and the county economy is better than Jiangsu after the year 2010.For this phenomenon,discussed different decentralization reform measures how to affect the fiscal revenue and expenditure,marketization and openness,and the spatial structure of cities,through analysis of various indexes.On this basis,we study the effect of decentralization on economic growth by analysis of economic disparities and empirical analysis.From the side of economic development,the decentralized mode of Jiangsu and Zhejiang protected and promoted the development of local economy in the 1980 s.But in the 1990 s,the decentralized mode of Jiangsu and Zhejiang showed different effects.Under the action of financial incentive and competition,the Jiangsu prefecture-level city government as a highlevel government played an important role in the introduction of foreign capital and the construction of the development zone,Zhejiang's economic growth rate was obvious.After 2000,the status of globalization and marketization has been further deepened.Jiangsu and Zhejiang have continued the development path of the last stage,and the "strong government"formed by the decentralized model centered on the Jiangsu prefecture-level city has further promoted the rapid development of foreign-funded Urbanization.In the cumulative benefits,the prefecture-level cities in Jiangsu as a economic center has formed a interactive and collaborative state with county economy.Because of the limitations of Zhejiang's county economy,so in the global economic situation changes,Zhejiang's private economic transformation difficulties,especially after the "going out".In terms of regional economic differences,Jiangsu Province's city governing county model exacerbated regional economic disparities,resulting in unbalanced economic growth between 1990 and 2008,when the economy grew is at a high speed.But Zhejiang Province's provincial governing county model led to regional economic differences are relatively stable at a low level.With the economic situation changing,Jiangsu and Zhejiang are also further deepening the reform measures.For example,Jiangsu Province is continuing to increase the decentralization of the county to promoting the county's economic development,reducing regional economic differences in recent years.Zhejiang also launched decentralization policy to promoting the development of prefecture-level cities,and speeding up the prefecture-level city's economic development.With the deepening of the administrative system reform,Jiangsu and Zhejiang provinces' local governments are actively adapting to the market economy and globalization,changing the position and role of the government in the social and economic development forwarding the modern state governance. |
