The China Urban Low-income Family Housing Security System Research

Housing industry is the oldest industry in the world, but in the new public of China, it is just a few decades to transform fully benefit type of housing supply system into market-oriented housing system. Because of the fast development of industrialization and urbanization, aggravate the condition of land shortages and overpopulation. So that masses of the people cannot afford soaring house prices, and directly result in China was serious housing problem.Housing has the characteristics of non-mobility, scarcity and consumption unsubstitutable. Coupled with such factors as asymmetric information and the Security properties, make it not destined to be configured by the market. Therefore, the introduction of market-oriented allocation of resources also requires the help of the Government's efforts to guarantee the basic housing needs of low-income families, to establish a sound socialist housing security system.In this paper, using comparative economics, institutional economics, macro and micro economic and related theory, the author divide it into six chapters to analyze and study. Mainly through changes in China's housing security system review and the housing security system with the developed countries compared, summed up the new goals, principles, and framework building for the housing security system. Finally, based on the last previous lessons learned and successful experiences of foreign countries, the author provides policy advices, such as different levels of housing security supply, various support means, four department censorship laws and so on.This paper innovation lies in: firstly, according to the system of economic thought, social change not only contains the system changes, the changes also include thought". In the both practical and ideological level, through changes in China's housing security system review, this article analyze and summarize gains and losses of the reform process; secondly, according to the difference of the housing security familiers, low-income families should be divided into three levels, and in accordance with the basic characteristics of different levels of family, build a housing security multi-level supply system.
