Before the town basic housing system reformation, our government adopted practical house allotment and low rental fee system in town. Most houses were supplied by working units as welfare and the government guaranteed most residents' basic housing demand. Under traditional material benefit system, the government borne heavy financial burden on housing allocation due to low rental fee that could not afford housing maintenance. With the town housing system reformation going in depth, government aims at establishing a layered structure in housing supply: rent-cheap housing property serves for the lowest income families by the government or working unit, economical & suitable housing property serves for the demand of those middle & low-income residents, commercial housing property serves for the demand of those high-income people. The town housing system reformation improved housing status in town significantly while rent-cheap housing property and economical & suitable housing property helped middle and low-income residents a lot and housing accumulation fund enhanced their purchasing power greatly. But in the course of practical operation, there exists a big difference between implement result and the aim. Rent-cheap housing property and economical & suitable housing property both play an important role as well as housing accumulation fund but all have problems exists. The main reasons affect town basic housing guarantee system are as following: lacking of laws and regulations, unreasonable guarantee level, local government's poor supervision, interest conflict and unsound policy environments. Currently, a great deal of middle & low-income residents can not afford renting or purchasing houses in market. The severe reality requests us to reconsider the problem on the basis of town housing demand and supply relationship, people income level and government financial bearing capability. With the reference of foreign experience, fastening lawmaking, fumulating local government's role, reconsidering guarantee level, forming new housing supplying structure, establishing supervising and evaluation system are effective methods in solving the problem and help to construct harmonious society.
