In recent years, with the rapid development of China's real estate market, the overall urban housing price has been raising constantly particularly in some big cities. Housing price has become a major concern of the public. The government has also come to realize that continues rise of housing price will tremendously impact on the society and people's lives especially for the needy families with low-income. It makes the existing problem worse for those who are already having difficulty buying a house. Thus, to further establish and improve China's housing security system has become a major concern of many scholars, the general public and low-income families.By investigating the housing security system of some developed countries, learning advanced experiences in housing security work from some of the cities which are in the front rank domestically, together with interpretation and analysis based on some of the relevant policies, regulations and economic theory, we hope to find secure housing development models to better evaluate the present situation, problems and trends of housing security development in these cities which ranks the second and third. Such model covers both the analysis of current problems as well as new exploration in the field of housing security development suited to these kinds of cities. At present throughout. China and in Baotou the housing security work mainly consists of the housing provident fund system, affordable housing system and low-rent housing system among which the low-rent housing system provides the most social assistance as a means of protection. It has limited protection coverage but benefits the most important walks of life. Considering its actual operation, low-rent housing system to a certain extent has better comprehensive terms and regulations. Its security coverage often benefits the low-income families in which case the applications are very strict and there are careful investigation, examination and supervision involved. Therefore there is no dispute from the public. However, at present the system suffers from lacking of supportive means, funding shortages and other issues. In general, in order to further improve this work, we must further expand the sources of funding so that more families would be benefitted and protected as soon as possible.Affordable housing is one of the core housing security systems. It is widely criticized because of the non-standard subject auditing and lacking of construction supervision. However we must see the original intention and the potential development so we don't deny the system because of poor operation. Here based on a brief analysis of the source of the problems focusing on affordable housing, I propose a few suggestions and advice to address and improve such system. Housing accumulation fund system is playing an increasingly significant role in the current housing protection system. It is not only providing support for the majority of low-income families with purchase loans, but also assisted low-cost housing and affordable housing construction and development financially. It is a typical system of social insurance for China's housing security system. By analyzing the existing problems the paper offers a number of development proposals regarding this system.
