Human resource(HR) management efficiency of Government public department determines the efficiency of the entire public department in the large extent. HR management outsourcing mode that is more scientific and professional-putting HR management of public department to the specialized HR management services organ on behalf of management, that is the main direction of reform in the mode of HR management. HR management outsourcing don't try widely in public department, but it has been used widely in corporation.In the process of Chinese society modernized, Public departments have been trying to search for settlement about bloated organization and abuse bureaucracy, inefficiency administration and so on. Public department HR management outsourcing will help the executive branch weight-loss and overcome the bureaucracy and improve administration efficiency, at last that can protect the fundamental rights of citizens. With the HR management outsourcing market matureing, improving and growing, public department HR management outsourcing will be inevitable trend of reform of public department personnel system.This study based on research results by scholars in china and abroad, summarizes in the public department HR management outsourcing concepts. It sees new public management theory, core competence theory, the limited government theory, barrel theory and theory of value chain as the theoretical support. It learns from the advanced experience of New Zealand, Australia and other Western governments in the public department HR management reform. It analyses theoretically the real value of public department HR management outsourcing in our county and practical means.It discusses the exist problem and the reason of HR management outsourcing, and on this basis proposed it gives the implementation strategy and risk countermeasures suggestion of the public department HR management outsourcing.
