The country development is strongly correlated with the improvement of the operating efficiency of the public department. This efficiency largely depends on whether the Human Resource (HR) management arranged in a scientific way or not. HR management outsourcing has been widely operated in companies but rarely seen in public departments. With the modernization in China, the public department is looking for some new development models to improve the backward and inefficiency while at the same time the marketization of some public managements has brought us unexpected highly rewards. HR management outsourcing is one of the products of this marketization. The maturity and consummation of HR management outsourcing provides more room for its development applied in the public department.Based on the literature in China and abroad, this paper summarized the contents and types of HR outsourcing. By using New public management, Limited government, Buckets effect, Transaction Cost and Resource-based theories as the theoretical support and public department's internal and external conditions as the practical support, it investigated the applications of HR outsourcing in China's public departments and next found out the problems and their underlying reasons with reference to the reform experience of foreign countries, i.e., New Zealand, U.K., Australia, on HR in their public government departments, and then find the implication that apply HR outsourcing in public departments of China, on the basis of which I further put forward some advice and strategies to refine the application of HR outsourcing in the public department in the setting of China.
