With human capital and intellectual capital as the core, the knowledge-based economy era is coming, when the human capital has become the final source of the social advancement and all the knowledge and technology and information will use human as the carrier. In the fields of enterprise management, human has become the very important factor for corporations to achieve their strategic goal. Human resource management has become the key factor for enterprises to establish or keep competitive.According to the present-day economic situation, state-owned enterprises(SOE) is main force of economic development in terms of scale and amount, but private-run enterprises(PRE) is more efficient. The great discrepancy is attributed to ever-worsening brain drain. As evidences show, the human resource crisis of SOE is far more serious than PRE. Brain drain is a crisis facing all SOEs instead of some of them.I engaged myself in all-around process of pay reform of W company. It is the subject worthy of investigation to move past the traditional pay system of SOE and embrace a brand-new pay management system fitted for requirements of modern management, including what difficulties and obstacles one has to smooth away.Pay management is a matter of first importance in the human resource management of companies, and is the most basic and the most effective stimulation mechanism. So it is necessary choice for SOE to seek and establish a set of salary management mode suitable for development of SOE.Based on the reference to previous dissertations and essays, the meaning of pay satisfaction, factor and effect as well as the theories about salary management is related in the first place.Then the first-hand material was obtained through the questionnaires and interviews, and complete research and analysis was conducted towards the status quo of pay management of W company.Finally, the dissertation offered the targeted solution towards the major problems of salary system of W company, as revealed by the questionnaires. Based on the factors neglected by the W company in the process of establishing the salary system, the salary system of W company is optimized through new strategy of salary, job description, job evaluation, investigation of pay, design of pay structure, control of implementation and amendment of the pay system, current situation of W company in the hope of solving the problem of W company and promoting the pay satisfaction. At the same time, I hope to provide the guidance for other SOE with similar situation to design the pay system.
