X Railway Co., Ltd (X railway for short) administers the central and north district of Jiangsu Province. Since its establishment, the freight service has never undergone effective development, so establishing railway logistics center and developing modern railway logistics industry have become the significant breakthrough point for further development. As a matter of fact, site selection of railway logistics center construction has now become an important task for the company.This paper talks about the background of the age and practical significance in first, and also introduces about the basic thinking. In discusses about the concept of logistics and railway logistics center, as well as the basic types and characteristics of railway logistics center. This paper analyzes the freight condition and equipment capacity of X railway, thus deducting the necessity of railway logistics center for this company, and analyzing specific characteristics of the proposed center. It proposes specific methods for site selection. First, it conducts qualitative selection to the alternatives according to negative conditions. Second, it conducts quantitative analysis on the remaining plans by adopting analytic hierarchy process (AHP). At first, it determines the 21 freight depots of this company as the preliminary program groups, and conduct qualitative selection of these groups in line with negative conditions, thus acquiring seven alternative plans. By making use of AHP, it at first determines the evaluation factors, and matrix is constructed according to the questionnaire form of experts, and the weight of each factor is calculated by AHP. At last, the value of each alternative program is calculated, and the one with the highest scores is selected as optimal program, and Explain it.
