Handan city, in Hebei Province is a big agricultural city. Its successful experience on the development of circular agriculture in the country is typical and representative. The purpose of this paper is to combine with the actual conditions of Handan City, to analyse the achievements and problems with the development of circular agriculture in Handan city, and to research ways and policy of promoting the development of recycle agriculture recommendations under the big environment in our country.When consider the development model of circular agriculture in Handan city, the main measures and the four indicators (economic and social development, resource reductions inputs, resources recycling, resource and environmental security index) I have found that the current cycle agricultural development achievements are:circular agriculture comprehensive development, significant social and economic benefits increase, reduction of resources in obtain certain result, high resources circulation utilization, resource and environmental security construction obtained great progress. However, with the circulation agriculture development level in the process, there are also many problems: circular agriculture development imbalance factor, science and technology into productivity rate low, rural labor resources and low level of education, circular agriculture, lack of agricultural investment, serious environment pollution, and farmer systematism level low. Promoting the development of recycle agriculture is suggested:to improve the circulation agriculture thought understanding; to handle good economy, society, zoology three big relations; to raise farmer systematism level; to increase finance to recycle agricultural investment; to increase rural environmental pollution control efforts; to improve the circulation agriculture science and technology innovative ability; to improve the circulation of agricultural development policy; to make sound legal system guarantee for circular agriculture development.The author insists on using the Marx doctrine about the dialectical materialism and historical materialism to analyze problems.
