In recent years, our country real estate industry obtained the rapid development. has achieved good results, but the housing security system major flaw also gradually exposed. The high prices make the goal that "to live in" difficult to achieve. In 2009 "two meetings" in the governmental working report of Premier Wen Jiabao. first proposed "to actively developing public rental housing". The public rental housing will expand the coverage to "sandwich layer" who can't apply for low-cost housing and the fitness room but also can't afford commercial housing. Currently most of cities have been carried out for public rental housing construction, the financing mechanism which promote the healthy, stable development of public rental housing become the most important problem. Public rental housing as a quasi public product has positive externality, need government intervention. However, in the face of the huge capital need of public rental housing project construction, local finance has huge funding gap, the government can't carry this heavy responsibility alone. So to explore innovation financing mode actively, raise funds through multiple channels, has become the key problem to be solved urgently. Therefore. the PPP financing pattern in China based on the public rental housing construction has important real sense.This paper mainly based on the PPP financing model of public rental housing project research. First elaborate the paper research background. research significance, research contents and method, as well as the innovation and inadequacy. Then introduced the model theoretical basis and literature review, including the definition of related concepts, as well as public rental housing use PPP financing pattern of domestic and international literature review, applied the theoretical foundation for further analysis. Based on the theory, this paper further analyzes our country public rental housing project uses the PPP financing pattern of actual condition, and the overseas experience we can learn. First concludes the development and financing current situation of China's public rental housing, put forward the existing problems and the advantage of PPP financing mode, then use the analysis of internal conditions and external condition on China's public rental housing use PPP financing pattern, to undertake comprehensive analysis to actual condition. and make use of the comparative method to study abroad and Hong Kong area housing security using PPP financing mode experience, further proof of PPP financing mode applied in public rental housing construction condition have. Unifies our country public rental housing characteristics, followed by China's public rental housing use PPP financing mode is analyzed. First discusses the different situations of public rental housing use PPP financing pattern in specific forms, then introduces the organization structure and operation procedures, determine reasonable benefit share mechanism and risk sharing mechanism, application of case analysis method, to use PPP financing pattern generated for each participant motivation benefit analysis, finally to public rental housing PPP financing mode of operation security of summary analysis, performed on our public rental housing use PPP financing mode content. China's public rental housing PPP financing mode of operation can be implemented, the project of efficient operation must have corresponding operation security, to ensure that the government intervention and the main role, actively learn from international experience to perfect relevant policy.
